Dear Commissioner Chris Giunchigliani,
Subject: Commercial Center Business Association and The International Art Garden

To tell you what I do, I have created a package of membership benefits for business owners to get needed and desired services they would generally receive from a large shopping center management company, like sidewalk cleaning, parking lot maintenance, security guards, public image with advertising, website, etc. Along with an attractive welcome packet for their Business for being a part of the Association.
We have had concerns over here; I read the 40-page blight study by Lesa Coder, Redevelopment and found many points to be inaccurate. I am concerned with Eminent Domain, for our Historic Shopping Center, as we are naming it, Las Vegas First Shopping Center, now over 200 business's strong a thriving international marketplace, the Hub of Urban Life, there truly is no place like it, with many one of a kind business's so close to the strip.
We need your help, as we are moving forward with our plans to install Artificial grass in our 15 medians in the Lot, and Create and Install our International Art Gardens over our 28 acres which will feature images from over 15 countries and diversities, including an international theme, and a Las Vegas History Theme, and a rotating theme, we are planning to open Art Galleries to show off the work of the Artists who will be involved and we desire to be connected with the Arts Community to Bring more Art and Culture for Free to The Public in our 1000 space Parking Lot,
We have been waiting patiently as we have made official letters of Request with no written of verbal response as to the Exact Action to be taken if any at all on items such as burned out street lights, and a series of new traffic signs needed for speed limit, and stopping etc.   Commissioner I am told By Danny G. that you have been well informed about our Community Organization, although I have been unable to get an appointment with you, as of recently we have seen little if any at all response from, Public Works, Danny Girlado, or Yourself, after email requests for you to attend our mixer or get an appointment with you. Commercial Center has been disregarded for so many years, and the public land here that is to be taken care of by you our trusted public servants has been left to struggle all on its own, without much help in the way of maintenance, according to your Redevelopment Study you name our shopping center so poorly and compared it to abandoned boarded up centers, when in fact it was nothing like these others areas, you failed to mention in your reports your responsibility in the picture, this is unfair to us business owners, I am one of over 300 business owners here who have recently invested hundreds of thousands of Dollars to create a new wonderful business so close to the strip and offer needed services for the public. You did not mention in the report that Clark County’s Lack Of Care added to the problem of Graffiti, trash, and crime by not being responsible, once again I state that this was failed to be mentioned in your supposed thorough report. Lesa C tells me. that this report is a legal standing document, and redevelopment will continue, and that supposedly the redevelopment agency no longer has powers of Eminent Domain, as it states in the 2003 reports (Blight Study). I am concerned that the Redevelopment Agency was granted monies from the Environmental protection agency and other funding based on a report with Gross Exaggerations, I understand that research was done in this, but I fail to see the accuracy of Commercial Center Reports, I stand with over 200 Business Owners that we disagree with this study as it negatively names the Commercial Center.
I am just a small business owner who represents over 200 business owner here, and we are concerned that due to this “Blight Study” is portraying the Commercial Center in the Poorest of light, we have read the relocation reports as well, as it stands that Business’s here would suffer irreparable harm and would not be fairly compensated for there loss of business, downtime etc. It seems a poor choice to try to relocate over 200 thriving business’s who pay fees for over 300 business Licenses and yearly taxes and employ thousands of people, and offer needed and desired services to thousands of public daily, restaurants, business services, beauty salons, schools, music, and art, Gift Shops etc…
We have done Our research, We are shocked and disappointed as to the nature of this situation, We do not have a political agenda, we are only for the public for the good of all concerned, some people in Local government may have agendas which do not favor the Commercial Center, or the good of the public.   You are our Commissioner, and we are a very large unified voice that needs your attention. Danny keeps asking for our member list, wanting to know how many members we have, I am sure you want to know if we are a voice of one, we are not, we are against eminent domain at Commercial Center, over 200 of us.   We need your help, I was told last year to go directly to the Commissioner rather than the Mayor in the City, By Danny Giraldo, at that time Myrna W. was in office, Now You Chris G, are our Lady.   I have requested meetings with you with no response yet, we are getting ready to contact the Media, and talk about Eminent Domain and our Historic Shopping Center and what we are doing here. We are going to only talk about the Facts, and are goal is to promote a positive public image, we desire your full backing as to our efforts. We recently sent you emails regarding this, but we have had little response from all at the County, it seems you are pulling your support away from us, from your lack of correspondence
We have had to clean public land, provide our own security, AND PERFORM MAINTINANCE ON IT AS WELL, AS MOST OF OUR REQUESTS HAVE NOT BEEN MET IN A TIMELY FASHION, THE RELATIOSHIP AS IT HAS BEEN IN THE PAST WITH THE COUNTY HAS BEEN POOR I HAVE BEEN TOLD IN THE PAST, We are trying to change that, and have asked for your full cooperation.
We have all our meeting minutes and agendas that were made public and online. We have kept the County Well Informed, Certain Departments seem against us improving the Area, but we will continue, and the Public Needs to know what’s going on here, these over 300 Business at Commercial Center are getting organized in a Big Way, I would say we represent an international business district like no other in the County.
I am requesting a meeting with you, I want to share with you are plans for the Art Gardens and how we can work with the County to bring Art and Culture together between the Two, and how we are setting a trend for Urban Development for our Great City/County of Las Vegas, and we are getting it done FREE
Through Donations and Contributions we are making a lasting place of Beauty for locals and tourist, I will be happy to share more with you. I am asking for help on Behalf of the Over 200 Business Owners and property Owners At The District At Commercial Center, Please Advise, Please Help...
Sincerely,
